I repeatedly brought the question to Bevor Duo3-
rain's attention in conversation, und it appeared that car-
tain papers had been lost:
that on their recovery, the
dossier had been submitted to Counsel, and that it had been
necessary to send back the opinion of the lawyer, when re-
coivoa, for further revisi on on certain points.
Now, finally, I have received a lote, a tranala-
tion of which forme my fourth enclosure, sating that the
adtion taken by the Mexican Government was based on the
right which every Nation possesses of forbidding the entry
into its territory of foreigners whose presunce may be harm,
ful, and on the obligations of Governments to prevent dam-
age being caused to the inhabitants of their Country.
The right above mentioned is, the Mexican Govorn-
ment contends, an attribute of Soverelenty and cannot be
ronounced
